Special Meeting: September 24, 2020

Call to Order at 4:30 PM

Roll Call:     Mayor Foster, Deputy Mayor Scheidweiler, Trustee Smith, Trustee Francis, Clerk-Treasurer Names

Others in Attendance:  Spencer Carter (Farmers Market), Mike Hansford - public

New Business: 1.  Resolution by Village Board for a budget modification.

Resolved the Village Board of Trustees approve the budget modification for account G8110.41 (sewer admin. – improvements) in the amount of $15,000.00 from G2771 (grant funding) to reimburse expenses incurred by the Waste Water Treatment (WWTP) EPG #72558 project.

I, Trustee Francis, resolve the above budget modification.

2 Village Board discussed Melissa Grinnell’s request for a “Peddlers Permit”.   Spencer Carter represented the Painted Post Farmers Market.  Spencer is not a participating vendor but acts as marketing person for the market and co-manages market with Cathy Halm.  Spencer did state that Melissa was not wearing mask all of the time.  Spencer says he did send out to all vendors the guidelines they would be adhering to via email.  He spoke to the issue of arriving late and/or leaving early.  If more than 5 or 10 min. it is not permitted and vendors have been told not to come, for example if they were going to be an hour or more late because it poses a safety issue.

The question was raised about the “food truck” next to The Central Restaurant.  They were given a permit because of the closing of The Central Restaurant and the fact that the Sit N Bull does not open until 3pm.  The food truck fills a void and was requested by the Village merchants.

The Village Board stated that the Farmers Market is the sole venue in the Village to sell your personal products and the Farmers Market is not permitted, therefore the Village Board is denying the request for a individual permit.

Motion to adjourn:  Deputy Mayor Scheidweiler, 2nd Trustee Smith @ 5:10pm.
